Target group

The seminar is addressed to officials from all levels of administration - European, national, regional and local - as well as to members of local and regional associations, academics, lawyers, consultants and legal services officers and other public servants whose work is likely to be affected by European policies.

Description

Based on a comparative approach, this seminar will analyze and evaluate the strategies designed by sub-state authorities to access to and effectively participate in each phase of the EU policy-making cycle. What institutional interactions can be labelled as successful in ensuring proper compliance with EU Law? At what stages are such commitments missing? How to tackle these deficits and improve the overall impact of EU policies down to the field? A selection of EU directives will be taken as an example. From early negotiations to late implementation mechanisms, the participants will be provided with genuine case studies along the overall policy-making process. Successful practices will be identified and their mechanisms explained.

Method

Based on a research study conducted by EIPA during 2009 on the institutional impact of EU Law at regional and local level, the seminar will expand on the conclusions and recommendations then proposed. Experts involved in the analysed cases will provide first hand information on the strategies developed within their administrations to buffer the impact of EU policies.

Objectives

The seminar aims at a better understanding of actual strategies to enable adequate use of best practices adopted by sub-national players. The participants will learn to efficiently engage themselves throughout all the phases of the policy making cycle in order to get the best from a no-turning-back process of Europeanization.

European Institute for Public Administration (EIPA)

Dit onderzoeksinstituut streeft ernaar om de kennis van ambtenaren die zich met de EU bezighouden te vergroten door het ontwikkelen en aanbieden van uiteenlopende hoogwaardige diensten zoals lespakketten. Het instituut wil wetenschappelijke kennis en praktische 'know-how' met elkaar verbinden. Het European Institute for Public Administration (EIPA) bestaat al meer dan 25 jaar.

Het EIPA doet onderzoek en organiseert seminars, cursussen en Master opleidingen. In 2007 namen 11.770 nationale en Europese ambtenaren deel aan door het EIPA georganiseerde seminars. Bovendien voeren medewerkers van het instituut consultancy opdrachten uit. Het instituut is georganiseerd in drie units: Europese Besluitvorming, Openbaar Management en Vergelijkende Bestuurskunde en Europees Beleid. Bij het EIPA werken ruim 150 hoogopgeleide medewerkers.
